Most organisations discover they cannot answer basic questions about their own systems at precisely the moment being unable to answer them is expensive: during an incident, during an audit, during a conversation with a customer who wants to know what happened to their data.

There is a second problem discussed far less often. Operational data is full of personal information nobody deliberately decided to store; it arrives incidentally and accumulates.
